Code of Conduct in the Sports Facility
General Provisions
These rules establish the conduct guidelines for visitors (spectators), their rights, obligations, and responsibilities when visiting sports facilities of the Regional State Autonomous Educational Institution of Additional Education Khabarovsk Regional Hockey Development Center "Amur" during events.
Rights and Obligations of Spectators, as well as Prohibitions:
1. Visitors (spectators) attending events have the right to:
1.1. Respect and protection of personal dignity by the organizers and participants of events, owners (users) of the sports facilities, and individuals ensuring public order and safety during events;
1.2. Timely receive necessary and accurate information about the procedures for entering and exiting venues, as well as about restrictions and prohibitions related to attending events;
1.3. Receive necessary first aid in cases and in the manner established by the legislation of the Russian Federation;
1.4. Access the event venue to watch the event upon presenting a valid ticket for the event, or a document replacing it (including accreditation or invitation). Entry to the event venue implies voluntary acceptance and compliance with the requirements established by these Rules, effective throughout the entire time on the facility’s premises;
1.5. Remain at the event venue for the entire duration of the event;
1.6. Utilize all services provided by the owners (users) of the facility and the event organizers;
1.7. Occupy the individual spectator seat specified on the ticket or its replacement document (except when the ticket or replacement document does not guarantee an individual seat);
1.8. Bring personal items to the event venue, provided they are not prohibited by these Rules.
2. Visitors (spectators) are obliged to:
2.1. Present a valid ticket upon entering the event venue and occupy the individual spectator seat specified on the ticket or its replacement document (including accreditation or invitation), except when the ticket or replacement document does not provide for a spectator seat;
2.2. Undergo a personal search and provide personal belongings for inspection when entering the event venue;
2.3. Maintain public order and comply with the requirements established by these Rules while at the event venue;
2.4. Behave respectfully towards other spectators, organizers and participants of events, owners (users) of the facility, and individuals ensuring public order and safety at the event venue;
2.5. Immediately report to the staff and other individuals ensuring public order and safety any instances of suspicious items, breaches of public order, smoke or fire incidents, or the need for medical assistance;
2.6. Do not cause property damage to other spectators, the owner (user) of the facility, organizers and participants of events, or individuals ensuring public order and safety, and treat the facility’s property with care, as well as maintain cleanliness;
2.7. Comply with the lawful instructions of representatives of the facility’s owner (user), organizers, and other individuals ensuring public order and safety during events;
2.8. Upon entering the building, familiarize yourself with the evacuation maps and determine your location relative to the nearest exit. In the event of an evacuation notice, follow the instructions (directions) of individuals ensuring public order and safety, in accordance with fire safety regulations and the approved evacuation plan, remaining calm and avoiding panic.
3. Visitors are prohibited from:
3.1. Being in a state of intoxication that offends personal dignity and public morality;
3.2. Engaging in actions that threaten their own safety, life, health, as well as the safety, life, and health of others, on the facility’s premises or the adjacent area;
3.3. Throwing objects onto the ice rink, its coverings, or the stage, as well as towards other spectators, event participants, and individuals present at the event venue;
3.4. Insulting others (including using banners, posters, placards, and other means of visual agitation) and performing other actions that defame the honor, dignity, or business reputation, or are aimed at inciting hatred or hostility, as well as degrading the dignity of a person or group based on gender, race, nationality, language, origin, religious affiliation;
3.5. Concealing their faces, including using masks, except in cases specifically authorized by the organizer of an official sports competition, as well as using camouflage devices and other items intended to obscure identity;
3.6. Violating public morals and behavioral norms by exposing intimate body parts while at the event venue;
3.7. Entering restricted areas of the facility or zones not designated on the ticket or replacement document (such as technical rooms, zones for honored guests) where access is limited by the facility’s owner (user) or event organizer;
3.8. Being present on stairs, including in passageways, exits, and entrances (both main and emergency) during the event;
3.9. Writing inscriptions, drawings, or banners on the facility’s structures, as well as placing foreign objects near them without appropriate permission from the facility’s owners (users);
3.10. Bringing animals and birds to the event venue, except for guide dogs in muzzles;
3.11. Conducting public events (agitation, advertising, or other activities aimed at attracting attention) without the consent of the facility’s owners (users);
3.12. Entering sectors, stands with food products, and carrying liquids in open containers;
3.13. Smoking in all areas of the sports complex;
3.14. Wearing clothing that may stain other visitors’ clothes or damage the facility’s property;
3.15. Conducting unauthorized photo or video recording in areas with restricted visitor access.
4. Visitors are prohibited from bringing onto the facility’s premises and using:
4.1. Any type of weapon, including self-defense weapons, ammunition, stabbing or cutting objects, other items that can be used as weapons, explosive, poisonous, toxic, and foul-smelling substances, radioactive materials;
4.2. Flammable and pyrotechnic substances or devices, including signal rockets, fireworks, firecrackers, gas cylinders, and items (chemical materials) that can be used to make pyrotechnic devices or smoke;
4.3. Other substances, items, products, including homemade ones, the use of which may lead to smoke generation or ignition;
4.4. Devices and products, including homemade ones, not classified as pyrotechnics, used for dispersing or spraying various materials and substances (e.g., air horns);
4.5. Dyeing substances;
4.6. Wind instruments for sound extraction (including vuvuzelas);
4.7. Alcoholic beverages of any kind, narcotic and toxic substances, or stimulants;
4.8. Refreshing beverages in glass or metal containers, as well as in plastic containers exceeding 0.5 liters;
4.9. Propaganda materials of extremist nature or containing Nazi attributes or symbols, or attributes or symbols of extremist organizations;
4.10. Technical means that can interfere with the facility’s equipment operation or the conduct of the event and its participants (laser devices, flashlights), radio stations, sound amplification devices, etc.;
4.11. Bulky items that obstruct other spectators, except when bringing such items is coordinated with the facility’s owner (user);
4.12. Engaging in unauthorized entrepreneurial activities (including trading event tickets or replacement documents), distributing products of political, religious, or racist nature by any means (including posters, leaflets, brochures).
5. Entry and Parking of Vehicles on the Sports Facility’s Premises is Allowed Only in Designated Parking Areas, in the Following Manner:
5.1. All vehicles, regardless of ownership, may park in the guest parking lot (unattended) in available spaces;
5.2. Service parking is reserved for vehicles listed in the approved list. Vehicle parking time is limited by the facility’s operating hours and, on event days, by the event’s conclusion;
5.3. Entry to the sports facility’s premises, parking, and loading-unloading operations are permitted only in areas agreed upon with the administration.
